Version 3.8.0 of Amazon.Lambda.Templates is out with this PR. The AWS Toolkit for Visual Studio will be updated later to include this new template. Thanks for the PR. |

Description of changes:
Currently, there are no AWS lambda templates for SNS. This is my first time making one, so feedback is appreciated, but figured I would try to create on rather than just create an issue.
