Add project goharbor/distribution with branch release/2.8

Description of changes:

• Migrate project distribution/distribution to goharbor/distribution
• Modify some of the common files to handle situation with tag name with "/"

Patches:

• add harbor patch
• replace driver gcs from distribution/distribution v3 since release/2.8 use deprecated packages
• add go.mod and go.sum

make build
