chore(tdx): Migrate the TDX Binary to bin/

Description

#354 merged builder code from op-rbuilder into this repo.

As part of this, the tdx binary lives in the tdx crate.

This ticket is to migrate this binary into a binary in the top-level bin/ directory, keeping the binary as minimal as possible like bin/node.
