P3735 implement safe partial_sort_n and nth_element_n

Hi @AndreiDurlea sorry for the delayed response -- been on international travel, etc. Pretty easy to get started -- I see you're already a project member so step 0 is done. Now simply create a repo this by using examplar as a template for the new repo -- then run cookie cutter to make most of the name changes at which point I suggest checking in a base repo (it should compile at this point). Then write your code, tests, examples etc. I highly recomment a process of adding issue to the repo for various changes that's linked to branches with thie issue number and then the record of PRs will track issues as they close.

After you've got something there we can discuss further.
