Updated docker image isn't forwarding packets correctly

Per s-macke/jor1k#173, it has been reported that the new docker image that I published yesterday (`benjamincburns/jor1k-relay:0.0.3`) is no longer correctly forwarding packets to the public internet.

I have isolated the problem to the new docker image by rolling the relay back to the original docker image (`benjamincburns/jor1k-relay:0.0.1`) and the regression has abated.
