Ability to use mocked time #50
Description
It would be nice to be able to use mocked time e.g. https://docs.rs/governor/latest/governor/clock/struct.FakeRelativeClock.html in test. But SharedRateLimiter is now hardcoded to DefaultClock. I guess we can make it generic with a default to DefaultClock? Are PRs on this welcome?
