ESP-IDF runs all headless, build is already happening in 5.3 look at "Checks"
Arduino I still don't know how to run like that we need to check another projects but it should be possible.
Then we could run an idf test for any version, like 5.3, 5.4 etc and afterwards an Arduino test like this we make sure no-one is breaking stuff when adding new features
