Monitoring network traffic

Is the network traffic (har) currently available to mods? A mod_ga-monitor would be useful.

The format commonly used representing network traffic.

The HTTP Archive format or HAR, is a JSON-formatted archival format defined by the World Wide Web Consortium for logging of a web browsers interaction with a site. The common extension for these files is .har.

The plan here is to be able to proxy requests either in breach core and have Apis for modules or directly into a given module.

I guess this would cover that use case but I'm interested to get your thoughts on that!
