Organize and update Cadence dynamic config

This is part of a project to make Cadence configs easier to understand, more visible and up to date.

It includes:
- Standardizing comments and cleaning up comment mistakes
- Removal of deprecated configs
- Config grouping based on impacted area
- Enabling by default tested features
