Reload licenses and make sure the old cc-pdm license is removed

Hasn't been used on records (https://authors.library.caltech.edu/search?q=metadata.rights.id%3A%22cc-pdm%22&l=list&p=1&s=10&sort=bestmatch), but probably need to remove cc-pdm from the database manually
