The GitHub project <https://github.com/canonical/checkbox/> is using WebHooks to propagate changes in the repo to ReadTheDocs.com. This GitHub Action was created back when we only had a readthedocs.org account. We are now using readthedocs.com, so this is redundant. Fix CHECKBOX-1476
