Add a step in the debian checkbox installer to include the PPA for more recent versions of stress-ng

Since the new stress-ng tests requires the '--oom-avoid-bytes' flag, the debain checkbox installer now needs to pull this PPA https://launchpad.net/~colin-king/+archive/ubuntu/stress-ng to get the latest version.

Commented on the issue that started this discussion, but pasting it here as well for completeness...

stress-ng is already being built in the cert PPAs (edge and stable, unfortunately not beta) and presuming everything works correctly, installing the checkbox debs from either stable or edge PPA will also pull in the latest stress-ng which is built daily from Colin King's upstream source at GitHub (this was a solution Colin had suggested ages ago as a workaround to not requiring certification partners to add "yet another PPA".

As of right now, these are the available versions in noble:

If you are installing the debs from Beta, then someone should look at that (I can add a recipe to also build for beta, I'm not sure why that was overlooked before, other than perhaps a bad assumption that Beta would always just pull everything from edge at some point and would thus stay in sync that way).

If you are installing from stable or edge and not getting the latest stress-ng, then we should rather look into what is preventing that from happening.

@bladernr Thanks for the insight, I think pulling checkbox from beta is the exact reason why we weren't getting the newer version of stress-ng. Afaik the PC side of the QA team uses checkbox from the beta channel (the scripts in this repo and our automation tools all pull from beta). I'm not too sure about the IoT side of things but I can check

Ahhh ok, then perhaps the easiest answer is to just create a beta channel build recipe to match the edge and stable channel ones then...

Found the stress-ng version in the beta channel of Checkbox is older than the versions in the edge and stable channels.

Beta: 0.17.06-1build1
Edge/stable version is 0.19.01-0~202506301326~ubuntu24.04.1
