ContentSwitcher selected event not triggering on initial click if no content is initially selected

Describe in detail the issue you're having.
even on the story book, https://vue.carbondesignsystem.com/?path=/story/component-cvcontentswitcher--multiple-switchers&args=selectedIndex:-1
if the control is initially set to -1, the 1st click on any of the tab does not trigger the selected event from the cv-content-switcher component

1. set control initially to -1,
2. click on any of the tab
   expected behavior: selected event from the cv-content-switcher component should have triggered

Hi @chinteck93,

I found the issue, I fixed that part but meanwhile I see there is an accessibility bug as well when there is multiple switcher, I working on that part once I finished with that I'll open a pull request. Thanks!
