[Feature Request]: Add href prop to ContainedListItem

The problem

We are trying to use this component instead of another one as part of Carbon Migration effort. We currently have a list with href so when it is clicked it will take the user to another page. We would like to use ContainedList but the ContainedListItem does not have a href prop

The solution

Add in a href prop example:
<ContainedListItem href={[insertHref]} />

Based on a quick dive, it looks like this will need to include:

• Adding polymorphic props to ContainedListItem (or maybe not, see note below)
• Adding the href prop and associated DOM modifications/anchor tag
• Ensure compatibility w/ existing onClick/isClickable - should the anchor tag be rendered even if onClick is not passed? Since it maps to default browser navigation behavior it seems like onClick shouldn't be necessary to configure href.
  • would href override button rendering w/ onClick?
• backwards compatibility with existing functionality and props
• New/updated tests covering all this

Should this be it's own component? We've chosen in #18562 (comment) to make a new component for SideNavLinks vs SideNavButton. Making this it's own component would also avoid having to add polymorphic props and continue to emphasize composability vs configuration in the ContainedList API.
