chore(ci): remove larger runner

This PR is testing to see if the problems that forced us to use a larger runner have been solved or not. I'll periodically commit new commits to have checks run over and over to get a sense of stability.

• Test default runner Failed, confirmed problem still exists, 2 vCPU, ~7 GB RAM
• Try lowering build concurrency
• Try a smaller large runner (4core, 16gb, 75GB)

As an anecdote, I've been using ubuntu-latest on my fork (see https://github.com/adamalston/carbon/actions) because I do not have access to ubuntu-latest-larger-disk. Until about a week ago, everything was working okay. Recently, however, I've had to rerun failed jobs multiple times (the highest I remember was six times in one case) before they all passed.
