Adds minor optional ADR to get buy-in on a function type that we could use to standardize promise verification in a flexible way
this would be useful for verifying things such as authored namespaces and maybe ordering
leaving as a draft for now, as we might want to change this in the future depending on the final approach we choose for ordering
