Imminent v2 api death

This plugin seems to rely on the /v2/ CF API, at https://github.com/cloudfoundry/log-cache-cli/blob/v6.1.0/internal/command/meta.go#L445

CF API V2 is about to be retired. I think the first cut of cf-deployment from January 2025 onwards will no longer have v2 enabled by default

This code should be updated to just use /v3/ API.

thank you very much for the reminder, looking into the code and opening the issue. We, the Loggregator maintainers are aware about the CAPI v2 deprecation and we'll start updating the affected Loggregator components.
