Company blocked by packagist.org

Hello,
Our company appears to be blocked when accessing packagist.org.

Public IP: 170.246.76.232 (outgoing IP address)
https://www.pjn.gov.ar

Error:

• HTTP timeout, blank web page.
• curl error 28 while downloading https://repo.packagist.org/packages.json: Connection timed out after 10003 milliseconds
• From a network outside the company, works fine. IT security dept says we're not blocking you.
• All of our internet company has the same error.

Occurs consistently since: 2026-02-03 11:00 UTC
Affects Composer 2.9.5 in CI and local development
Traffic is standard Composer dependency resolution

Could you confirm the reason and advise how to get unblocked?

Sorry no clue why you would have problems.
