neon-animation deprecated

The later versions of FF appear to not handle the 'replace' animation correctly as Chrome does.  See https://github.com/concerto/concerto/issues/1451.  Regardless, the neon-animation is deprecated https://www.webcomponents.org/element/PolymerElements/neon-animation.
