Please always check the diff between the tag you're making a package for and the previous one. Please look for changes e.g. in dev.yml:
E3SM-Project/zppy-interfaces@v0.2.0rc1...v0.2.0rc2

Here, you will see:

  - matplotlib-base >=3.8.2
  - mpas_tools >=0.21.0

These constraints are needed and were a big part of the reason we asked for this RC.
