Allow setting animation speed for Panel hiding/showing animation.

Both COSMIC's Panel and Dock have the option to "Automatically hide panel". When enabled, both will hide and will only appear if you hover the cursor around their areas, when they will move to their position. Add an slider in the "Dock" and "Panel" section of the app so the user can control how fast this animation happens.

I was thinking that increasing the animation speed would make it more smooth, since it would have the frames playing in a small time frame, hence a higher frame rate. However, decreasing transition time made it look jankier and increasing it made it extremely smooth.
I suppose this is related on how the handle the dock animation in the graphics backend, but I wonder if there's something that could be made to solve this.

I'm not sure that's something we can handle in this project, this should be addressed in the COSMIC project.
