Handle restriction that receiver must be bech32 address

With the cosmos evm module, we may need a way for receivers of IBC packets to be 0x addresses. The current restriction is here - https://github.com/cosmos/ibc-go/blob/main/modules/apps/transfer/keeper/relay.go#L130 This issue tracks what to do here and is likely dependent on any changes that could be made in the bank module to handle this
