Publish unpackaged apps on Windows #1850
Description
This PR adds content about publishing unpackaged apps on Windows using the CLI. It requires .NET 8.
Bring this doc into the net8 branch, separate it out into include files, and use a moniker to ensure it only appears in the .NET 8 TOC.
This also involves updating the other Windows publishing docs, which say that publishing packaged apps is the only option.
