[Windows][CarouselView] HorizontalScrollBarVisibility="Never" not working in CarouselView on Windows platform

Description

When I set HorizontalScrollBarVisibility="Never" to hide Horizontal Scrollbar in CarouselView, it not working.
It seems "Default" or "Always" are also not working normally.

Steps to Reproduce

1. Create MAUI app run on Windows platform
2. Create a CarouselView load 3 items:
   
3. Set HorizontalScrollBarVisibility="Never"

Verified this on Visual Studio Enterprise 17.7.0 Preview 3.0. Repro on Windows 11 .NET 8, not repro on Android 13.0-API33 and iOS 16.4 with below Project:
