ImageButton Padding resizes image down unexpectedly even when there is available space

Description

Ith the button has unrestricted size, and there is padding - the image button size should be image size + padding. On iOS, the button size is calculated form the image, and then padding as added in to make the image smaller.

Run the ImageButtonUITests or "Image Button Gallery" page.

Observed when adding UI tests to #22298

The above PR is tagged as both "fixed in 8.0.60" and "fixed in 9.0.0". The bug still exists in 8.0.80, so clearly it was not fixed in 8.0.60. Is it actually being fixed in 9.0.0 (meaning the first tag was erroneous)?
