[Windows] GroupHeaderTemplate width smaller than ItemTemplate

Description

In collectionview with grouping, the header has a smaller width compared to the items and footer. This causes weird indenting. If a user wants it, they should have the freedom to had paddings where necessary. Now everyone is forced to have this weird look.

Steps to Reproduce

1. Create a collectionview with grouping
2. Define a GroupHeaderTemplate and ItemsTemplate with no extra padding
3. Confirm header width is smaller than the items width

8.0.3 is a very old version now (November 2023?). is this happening in the current version too?

Verified this issue with Visual Studio 17.11.0 Preview 2.0 (8.0.60 & 8.0.40 & 8.0.3). Can repro on Windows platform with sample project. GroupFooterTemplateIssue-master.zip
