Description
In collectionview with grouping, the header has a smaller width compared to the items and footer. This causes weird indenting. If a user wants it, they should have the freedom to had paddings where necessary. Now everyone is forced to have this weird look.

Steps to Reproduce
- Create a collectionview with grouping
- Define a GroupHeaderTemplate and ItemsTemplate with no extra padding
- Confirm header width is smaller than the items width
