[MAUI] I2_Spacing - The horizontal spacing should be changed but it is actually changed vertically

Description

Affected case:
I2: Horizontal List (ItemSpacing)

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests to Windows.
2. Navigate to 'I CollectionView' ->'I2_Spacing'
3. Open Horizontal List Page
4. Enter a value and update the space

Actual Behavior:
The horizontal spacing should be changed but it is actually changed vertically.

Not a regression, The issue also repro on 8.0.61& 8.0.3
