SemanticProperties do not work on ToolbarItems

Description

When setting SemanticProperties.Description or SemanticProperties.Hint on a ToolbarItem both do not work. When I try to use them on other controls, like a Button it works as expected. I have tested the accessibility only on iOS and Android. On iOS I have used the Accessibility Inspector and an iOS Simulator. Here it doesn't show the Description and the Hint. For Android I have used Talkback on an Android Emulator. Here the device doesn't read the desired Description or the Hint.

Steps to Reproduce

1. Create a new MAUI App
2. Put the Main Page in a Navigation Page
3. Put in a ToolbarItem into the MainPages ContentPage.ToolbarItems Property
4. Set SemanticProperties.Hint and SemanticProperties.Description on the Toolbar to any value

This is also an issue when creating a .net maui windows app. If you use a toolbaritem without a Text, so icon only, then the narrator will not read anything. I tried to use AutomationProperties.Name but that did not werk either.

Almost two years now, any news? The PR is almost 1 year old and only for Android it seems like.
