The Shell FlyoutIcon foreground color is not applied on the Windows platform.

Description

The Shell foreground color is not properly applied for the custom icon on the Windows platform; instead, it shows the default icon color.

Expected: The foreground color should be applied to the FlyoutIcon.

Actual: The foreground color is not applied to the icon

This issue has been verified using Visual Studio 17.13 Preview 1 (9.0.10 & 9.0.0 & 8.0.100). Can repro this issue on Windows platform.
