C1_RefreshView page displays blank after scrolling down on MacCatalyst

Description

Note:

1. There is a known bug regarding the issue where the C1 page does not display before resizing: GitHub 16492
2. After resizing the MacOS window, we can scroll this C1 page to the bottom.

Affected case:
Test Case 1837282: C1 - RefreshView with ScrollView child.

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests on Maccatalyst platform.
2. Click or tap on category 'C' for 'RefreshView'.
3. Click or tap on test 'C1'.
4. Resize MacCatalyst window size.
5. Scroll to the bottom of the page.

Actual result:
The RefreshView page is blank and nothing is displayed.

Expected result:
The RefreshView page can be scrolled down and displayed well.

Is this a regression from previous behavior?

Not a regression. It can also be reproduced on 9.0.30 & 9.0.0 & 8.0.100 & 8.0.3.
