[net11.0] Enable or remove tizen from the repo

Description

We have disable tizen here for now on the net10 branch.

We need to check if we can move this code from the Tizen team to its own repo as we are not adding any new features to it.

This can also serve as an example of API we need to make public to extend to new platforms.
