MacCatalyst TitleBar not displaying properly

TitleBar in MacCatalyst was enabled in this PR: #25670

In the sample below, the TitleBar should have elements in it when the app loads. However, we see something like this:

David mentioned that he sees the elements in the titlebar when hot reload is activated but the layout is a little off.

Steps to Reproduce
