[Windows] Indicator view causes looping with CarouselView

Description

When using an indicator view with the CarouselView, things render fine on Android. On windows, there is what seems like an infinite loop with the CarouselView

I can repro this issue at Windows platform on the latest 17.13.0 Preview 5.0 (9.0.22 & 9.0.30).
