I8_Headers_and_Footers-The header and footer are displayed in the center on iOS and MacCatalyst
Affected case:
I8 - String header and footer for Vertical list

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests to iOS/MacCatalyst platforms.
2. Click I8 -> Headers and footers -> Header and footer (string)
3. Observe the header and footer position display

Actual Behavior:
The header and footer are displayed in the center on iOS and MacCatalyst

Expected Behavior:
The header and footer are displayed on the left on Android and Windows

Is this a regression from previous behavior?

Not a regression, The issue also repro on 9.0.40 & 9.0.0 & 8.0.100 & 8.0.3
