[Bug] CollectionView ScrollTo methods not working on Android

Description

CollectionView ScrollTo methods not working on Android.

Steps to Reproduce

1. Download the attached sample.
2. Navigate to the "Scroll by index" sample.
3. Tap the Button.

Expected Behavior

Scroll to the index 12.

Actual Behavior

Nothing happens.

Any ETA on the fixes for this issue? ScrollToAsync for ScrollView does nothing on Android either.
