[iOS] Horizontal Scroll Bar Not Visible on CarouselView (CV2)

Description

The horizontal scroll bar is not visible on the CarouselView (CV2) , even when the HorizontalScrollBarVisibility property is set to Always or Default.

Steps to Reproduce

1. Run the attached sample CarouselViewIssue 3.zip
2. Observe that the horizontal scroll bar does not appear on the CarouselView (CV2).

Expected Behavior:
The horizontal scroll bar should be visible on the CarouselView when the HorizontalScrollBarVisibility property is set to Always or Default.

This issue has been verified in VS Code 1.99.3 with MAUI versions (9.0.60, 9.0.0 & 8.0.100). It can be reproduced on iOS and MacCatalyst platforms.
