Update the Android Connectivity implementation to user modern APIs #30347
Description
Update Connectivity.android.cs to not use obsoleted APIs anymore but use the more modern version of those APIs.
Take into account that we need to support Android 5.0 (API 21) or higher, so if we need to make a distinction there, then please do that. But the newer APIs are probably also backwards compatible. Make sure to take this into account.
The change should not have any public API changes and the functionality must remain the exact same.
