Description

The page can be dragged down, and it would cause an extra space between Header and EmptyView text.

Affected cases:
I8 - Header and footer (Null)

Note:

1. The issue is still repro even with CV2.

Steps to Reproduce

1. Deploy https://devdiv.visualstudio.com/Pkgs/_git/VS.TestAssets.Xaml?path=/Assets/Projects/ManualMauiTests on iOS platform.
2. Click I8 -> Headers and footers -> Header and Footer (Null)
3. Try to drag down the page, you would be able to and there would be a space between the Header and EmptyView text.

Actual Behavior:
The page can be dragged down, and it would cause an extra space between Header and EmptyView text.

Is this a regression from previous behavior?

Yes, this is a regression. This doesn't repro on 10.0.0-preview 6, 9.0.100 & 9.0.82.

The issue has been verified in Visual Studio Code 1.103.2 with MAUI Version 10.0.0-preview.7.25406.3 It can be reproduced on iOS Platform. Also it does not reproduced on 10.0.0-preview 6.
Note: This issue is not reproduced on CV1.
