Implement Material3 support for TimePicker #33645
Description
When the UseMaterial3 MSBuild property is enabled, the TimePicker control should adopt the Material 3 visual design system. However, the current implementation does not fully reflect Material 3 behavior. The TimePicker should use Material 3–specific styling, including the updated clock dial design, enhanced time input fields, updated AM/PM selector styling, and updated state behaviors. It should also rely on the appropriate Material 3 theme resources to ensure visual consistency across the application.
