Implement Material3 support for Image

When the UseMaterial3 MSBuild property is enabled, the Image control should adopt the Material 3 visual design system. However, the current implementation does not fully reflect Material 3 behavior.
The control continue to use Material 2–style visuals and interactions instead of Material 3–specific styling. This includes container shape and colors, elevation and shadow behavior, icon tinting.
They should rely on Material 3 theme resources and design tokens to ensure visual consistency with other Material 3–compliant controls.

I'm using a button with text and an image source. When I use Material3, the image isn't positioned correctly, but without Material3, it's positioned correctly.
