[Windows] C6-The C6 page cannot scroll on Windows

Description

Affected test cases:
C6 - RefreshView is disabled correctly.

Steps to Reproduce

1. Deploy ManualMaui to Windows
2. Navigate to C RefreshView ->C6 RefreshView is disable correctly
3. Try scrolling page C6

Actual Behavior:
Page C6 cannot scroll.

Expected Behavior:
Page C6 can scroll.

This issue has been validated in Visual Studio 18.4.0 with .NET MAUI versions 10.0.60-ci.inflight.26173.4, 10.0.51, 10.0.50, 10.0.0, 9.0.120, 9.0.0.. It was reproducible on Windows platform
