IsEnabled not working properly for layout

Description

IsEnabled not working properly for layout.

Steps to Reproduce

1. Run attached below sample
   IsEnabledSample.zip

2. In project, IsEnabled property is set to false for the grid and the button is added as a child inside the grid.
   Button touch interaction works even setting IsEnabled to false in parent Grid.
