Formalize the binlog redacting prototype

Motivation

Scoped down version of #8400
Prototype achieved as part of #9007 (and piloted as part of #9089) needs to have offical source location, pipeline, package publishing destination and process

Envisioned process: Probably keep the the tool as part of MSBuild repo, decide with the team on pipeline and publishing process. Sample minimal documentation should be probably added to MSBuild wiki.

Expected outputs

• Prototype branch ([Prototype] Standalone utility/tool for redacting binlogs #9007) merged into main
• Tool has pipeline and package publishing
• Minimal documentation commited, linked via aka.ms link (probably https://aka.ms/binlog-redactor)
