Review file copying and hard linking in SDK layout

There was an issue caused by OverlaySdkOnLKG.targets's use of hard linking. The hard linking linked to files that were then updated for testing purposes, before they were packaged up via Wix.

The file copying and linking needs a review in this repo. There are opportunities for latent bugs and non-optimal builds to crop up.
