New runtime binary introduced into the VMR

This build (internal Microsoft link) shows that a new runtime binary has been introduced into the VMR:

src/runtime/src/native/external/LinuxTracepoints/TestOutput/EventHeaderInterceptorLE64.dat

This binary was introduced with dotnet/runtime#102523. Since this binary is in TestOutput/, I think we can exclude it from SB and allow it into the VMR.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
