Improve a behavior when switch on 'Create New' in 'Import Git repository' field on Dashboard #23612

When is used Git repo URL in the 'Import from Git' on Dashboard and 'Create New' is switched to start duplicate workspace, is added parameter policies.create=perclick. But this is a confused behavior, because in the doc is pointed for this case an user should apply new parameter, like <git_repository_url>?new.

Need to fix up this: when 'Create New' is switched on, in a git repo URL should add new parameter, instead current policies.create=perclick.
