Add zc_get_last_error function allowing to retrieve error message for fallible functions;
Add z_get_with_parameters_substr, z_querier_get_with_parameters_substr, zc_config_from_file_substr, zc_config_from_substr function variants allowing to pass str + len instead of null-terminated str;
