SQL: Fix and enable SqlLicenseIT tests

Currently the `SqlLicenceIT` fails since if there is no valid licence the SQL components are not available:

Caused by: java.lang.AssertionError: no proxy found for action: org.elasticsearch.xpack.sql.action.SqlQueryAction@8475b407
```

So we cannot assert against `ElasticsearchSecurityException`
