LGTM2.
There's a related obstacle to retention lease syncing: if index.write.wait_for_active_shards is set on an index then today the retention lease sync actions respect this, meaning that they fail if this is set too high and there aren't enough active shards.

Adjust the retention lease sync actions so that they do not respect the `index.write.wait_for_active_shards` setting on an index, allowing them to sync retention leases even if insufficiently many shards are currently active to accept writes. Relates elastic#39089
