[PoC] Remove delay prop and deploy in Kibana

The purpose of this task is to remove the delay prop from EuiToolTip, make a snapshot release or pack locally, open a draft PR in Kibana and trigger a Kibana deploy.

The expected result is a testing environment that we can share with folks to test tooltips with no delay.

Acceptance criteria

• delay is removed temporarily (not on main yet)
• Kibana instance is deployed and shared in GlobalXP channel
• decision is made:
  • do we add zero delay as another option
  • do we remove the delay altogether
